New COVID-19 Test Regulations for Passengers Travelling to China

Notice on Regulations of Boarding with Negative Nucleic Acid Test Certificate

for COVID-19 for Passengers Traveling from Pakistan to China

According to the joint announcement of the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs of China dated 20 July 2020 , the regulations of boarding with negative nucleic acid test certificate for COVID-19 for Chinese and foreign passengers traveling from Pakistan to China are hereby notified as follows.

I. General Requirements

Starting from 27 July 2020, Chinese and foreign passengers traveling from Pakistan to China or ultimately bound for China by transferring via other countries must apply for green health codes with an “HS” mark or Health Declaration Forms after receiving COVID-19 negative certificates. All Airlines will check the health codes or the Health Declaration Forms of relevant passengers instead of their original test certificates during check-in or before boarding.

II. Testing Time and Designated Institutions

The nucleic acid tests for COVID-19 must be taken within five days before boarding from institutions designated by Chinese Embassy or Consulate as follows:

i. Consular district of the Chinese Embassy in Islamabad:

1. Islamabad Diagnostic Centre

2. Shifa International Hospital

3. Maroof International Hospital.

ii. Consular district of the Chinese Consulate General in Karachi (Sindh and Balochistan):

1. Advanced Lab (pvt) Ltd.

2. Children’s Hospital Karachi.

3. Chughtai Lab.

1. Islamabad Diagnostic Centre

III. Chinese passengers applying for health codes

Chinese passengers must make health declarations and upload photos of their COVID-19 negative certificates to the Wechat mini program COVID-19 Prevention Health Code International Version within 24 hours after receiving negative certificates. The passengers can obtain green health codes with an “HS” mark approved by Chinese Embassy or Consulate and board within the validity period of the health codes. IV. Foreign passengers applying for Health Declaration Forms

Foreign passengers must send their scanned copies of passport, COVID-19 negative certificates and signed Health Declaration Form (see attachment 4) to the following designated email address of different consular districts. The Chinese Embassy or Consulate will send back a scanned copy of Health Declaration Form with a stamp to the passengers by email. All passengers are required to board with printed Health Declaration Forms within the validity period and cooperate with airlines for further checking.

V. Other reminders

i. Chinese and foreign passengers to China are required to carefully read the notice. Those who can’t duly receive COVID-19 negative certificates and obtain health codes with an “HS” mark or valid Health Declaration Forms won’t be allowed to board and have to adjust their itineraries.

ii. Chinese and foreign passengers ultimately bound for China who transfer via other countries that require health codes with an “HS” mark or valid Health Declaration Forms for boarding (please see https://hr.cs.mfa.gov.cn/help_two/help-two/gj.html) will also be required to show health codes with an “HS” mark or Health Declaration Forms during transferring. Please make sure that the health codes or Forms are still valid when boarding the connecting flights to avoid stranded results.
