Pakistan Greenlights Potassium Sulphate Exports from Gwadar Port Under New Regulatory Framework

The federal government of Pakistan has authorized the export of potassium sulphate (K₂SO₄) through Gwadar Port following the issuance of Statutory Regulatory Order (SRO) 705(1)/2025. This amendment to the Export Policy Order, 2022, permits two companies operating within the Gwadar Free Zone to ship the fertilizer-grade compound, subject to stringent monitoring via the customs WeBOC system for real-time data oversight.

Under the SRO, Schedule-I of the Export Policy Order has been updated to include the clause: “export of potassium sulphate (K₂SO₄) (HS Code: 3104.3000) from Gwadar Port by companies manufacturing in the Gwadar Free Zone.” The directive leverages powers granted by Section 3(1) of the Imports and Exports (Control) Act, 1950, to enforce quantitative restrictions and ensure compliance.

Agven Private Limited, a fertilizer manufacturer, and Hangeng Trade Company Private Limited, specializing in meat and agricultural processing, are the two enterprises approved for export. Both firms are fully operational in the Gwadar North Free Zone.

According to data from Pakistan’s National Fertilizer Development Center, domestic potassium sulphate consumption averages 50,000 tons annually, while total national production capacity stands at 65,000 tons per year. This includes 20,000 tons produced within the Gwadar Free Zone, signaling a surplus that aligns with the government’s export strategy.

The move aims to bolster trade activity at Gwadar Port while maintaining oversight to balance domestic agricultural needs with international market opportunities.
