Xi’s article on promoting high-quality development of marine economy to be published

BEIJING, (Xinhua) — An article by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, on promoting the high-quality development of the marine economy will be published on Monday.

The article by Xi, also Chinese president and chairman of the Central Military Commission, will be published in this year’s sixth issue of Qiushi Journal, the flagship magazine of the CPC Central Committee.

China has a long history in marine research and development. To advance Chinese modernization, it is essential to use the marine resources efficiently, promote the high-quality development of the marine economy, and forge a Chinese path of leveraging marine resources to achieve strength, according to the article.

The article calls for accelerating breakthroughs in key technologies to promote high-level self-reliance and strength in marine science and technology. It emphasizes the importance of promoting the transformation and upgrading of traditional marine industries, developing emerging marine industries, and balancing the development and protection of marine resources.

It also highlights the need to actively engage in global ocean governance, promote the peaceful use of marine energy and resources, and firmly safeguard China’s territorial sovereignty and maritime rights and interests.

Specifically, it outlines efforts in six aspects: strengthening top-level design and policy support; enhancing the independent innovation capacity in marine science and technology; building stronger, more competitive and scaled-up marine industries; strengthening overall planning for major bays; enhancing marine ecological and environmental protection; and actively participating in global ocean governance.

China’s marine economy maintained high-quality development in 2025, with the gross ocean product rising 5.5 percent year on year to nearly 11.02 trillion yuan (about 1.6 trillion U.S. dollars), accounting for 7.9 percent of the nation’s gross domestic product, according to data released by the Ministry of Natural Resources on Friday.
